The stipulations of the U.S.-Mexico-Canada Agreement (USMCA), that now supersede the North American Free Trade Agreement (the NAFTA), ushered in a new order of continuing obligations as under the NAFTA, as well as enhancements and revisions that Washington State international traders should understand. The USMCA went into effect on July 1, 2020, and after 26 and a half years of the NAFTA, new and amended procedures that are obligations under the USMCA are not addressed to the public but to the three USMCA government authorities. Highlighting the impact of the USMCA obligations on Washington States' international trade gateways and port operations will receive special attention in this presentation.

Since 1992, Ralph B. Ibarra, President of DiverseAmerica, an American of Mexican Heritage, has applied his bilingual and bicultural competencies, aptitudes and expertise in service to Washington State firms wishing to maximize their trade success within the North American trading block of the United States of America, the United Mexican States and the Dominion of Canada. His experiences include being a member of the Washington District Export Council since 2000, founding the U.S.-Mexico Chamber of Commerce-Northwest Chapter in 1993, leader of the Washington-Jalisco, Mexico Sister-City Association in 1995, coordinator for WA Governor Gary Locke's 1999 Mexico Mission, and other international trade, commerce, and relations matters.
